Embed the satellite resources of library project into the output library #1014

Summary
I want to embed the .resources.dll files of the primary library project into the output library, in order to produce single library file. But I didn't succeed and didn't find a way to configure it.

No api changes.
Intended Use Case
The attached zip file contains sample code. I want to pack the file zh-Hans\CosturaFodyTest.resources.dll into the CosturaFodyTest.dll file.
