Add support for ruby 3 types

Using this to track the addition of method signatures / ruby 3 types.

This requires some digging into how types are defined in Ruby 3, and the documentation is a little all-over-the-place currently. I can bump this up in priority if anyone needs the functionality, otherwise it will be put on the back-burner until time allows me to take another look.
