Current definition of federation talks about between organizations. Should include that it also applies across multiple IT systems (potentially within the same organization). Here is what wikipedia says about federated identity:

Federated identity is related to single sign-on (SSO), in which a user's single authentication ticket, or token, is trusted across multiple IT systems or even organizations.
