Should we add versioning and if so, how should we implement it?

This issue is for discussing our thoughts on whether or not we'd like to implement versioning in our starter.

I think we should add a versioning stub (and potentially a localization/internationalization stub as well -- though that may be a different issue).

We may want to continue our conversation #64 (Consider using Docsy) as it may answer how we'd implement versioning (or l10n/i18n).
