experiment: pretty printing using local env relative type paths

Less invasive alternative to #5679.

Before printing diagnostics, registers a map from type constructor to path, constructed from the current env.

Displays type using paths relevant to the errror location.

Comparing from 470c027 to f7d85a1:
The produced WebAssembly code seems to be completely unchanged.
In terms of gas, no changes are observed in 5 tests.
In terms of size, no changes are observed in 5 tests.
