Publish the .NET 10 API diff

Please publish the final 9 -> 10 API diff. That would help for producing content for GA timeframe.

Thinking more broadly, the preview to preview diffs are super useful, however, it would also be useful to have a complete API diff that was "true to the moment". Perhaps that should live at 10.0/api-diff and not in the 10.0/preview directory. That would leave 10.0/preview/ga to be the same kind of "only new" style diff as is used for the previews and RCs.

It would be great if we could publish a complete 9 -> 10 API diff before GA and then same for 10 -> 11 starting with Preview 1. It's A-OK if these diffs change.

I see it was published. Do you know why the diff says ReadOnlySet is removed? Maybe a bug?

It just moved into System.Runtime.
