Project filters not showing all projects

Steps to Reproduce

When configuring reports, widgets, and similar dashboard elements, the Project filter dropdown does not display all available projects. Only a few appear (sometimes none), and the list occasionally flashes the full set for a split second before disappearing. This makes it impossible to select the correct projects.

1. Go to the dashboard configuration page.

2. Edit or create a widget/report.

3. Open the Project dropdown filter.

4. Observe that only a limited subset of projects is shown.

Expected Result

All available projects should be visible and selectable in the Project filter

Actual Result

Only a few projects are shown, or the list is empty. Sometimes the full list appears briefly, then collapses to a partial list - filters cannot be correctly configured because expected projects are missing.
