This PR reverts #14214, which reverted the original changes in #14196. This re-lands the support for Ubuntu 24.04 in the Kythe indexer by restoring the `infra/indexer/ubuntu-20-04.Dockerfile` and `infra/indexer. The previous revert was a temporary measure, and this change is necessary to unblock the Ubuntu 24.04 migration efforts.

This reverts pull request #14196.
Reason for revert: This change broke the
trial-buildCI pipeline, blocking all other project builds. Reverting to restore CI stability.The root cause will be investigated before re-landing.
