fix totem minimum stat requirements setting stats over racial maximums

when checking if new characters would meet the minimum stat requirements for totems that have them, it would forcibly set their stat to the requirement, even if that would exceed the racial maximum, and bypassing the requirement.

also: cleanup some dupilcation, and add totem minimum checks to leaving the training room
