Assign a stored role as the default for DB upgrades

Problem

When upgrading a Mathesar DB you are able to choose the DB role and password used to make the upgrade. On installs with many different databases, this can be very time consuming.

Proposed solution

Add a way to take an existing stored DB password/role and use it by default for upgrades.
