Fix redirect links in docs/user-guide/src/capm3/introduction.md

The link checker found URLs that redirect to new locations. These should be updated to point directly to the correct URLs:

Are you sure those are the correct redirect links for GitHub Issues?

Hey @klecouvey ... it seems that the links have been shortened while copying the template. Good catch!

Technically the original links are fine, but since they require login, they get redirected. Hmm, dilemma. Let me check if we should solve these redirects in another way.

Third link can be fixed, just mark it as "Partially fixes: #..."
