Advertise `collections` queryables for `collection-search`

From the specification POV there is no clear definition of an endpoint for collection queryables

Talking with @bitner and @hrodmn we think that we could add /collections-queryables or /queryables/collections

Note: There is no PgSTAC method to get the collections queryables yet!
