Water just renders as a normal map

Any water in levels renders like this. Not sure what could be causing this.

Specs:
Alienware M16 R2
Intel Ultra 7
RTX 4070 laptop
32GB RAM

some water aren't replaced to be playing nicely with remix may be fixed in the next base mod update or digital additons 1.2
