The goal with this patch series is to simplify the setup of an external signing server. It combines the NVIDIA flashing tools and our helper scripts into an SDK package, eliminating some of the manual steps for getting a server set up.

to enable packaging them into an SDK that could be deployed on an external
signing server, as well as being used natively.

Also drop the use of the vestigial use of a work-shared source tree for the
flash tools, and the use of the tegra-binaries include file, so the recipe
is self-contained.
