Pull Request Overview
This PR updates GitHub Actions runner configurations from custom runners to a standard runner type. The changes replace gh-hosted-runners-16cores-1-24.04 with ubuntu-latest-xl across multiple workflow files and update the CI workflow generator to use this new runner specification.
