feat: Add headless row actions component for issue #4417

• Created unified row actions component in row-actions/getRowActions.ts
• Added Duplicate Record button to Table Inspector
• Refactored context menu to use new headless component
• Refactored RowActions.svelte to use new headless component
• All row actions now managed in single location
